China’s AI Export Curbs Raise the Stakes in Its Tech Race With Washington

Beijing is moving to restrict exports of AI, chip and solar technologies, framing the measures as a security safeguard while reports point to a widening contest for control of strategic technology.

China’s export-control push has emerged in stages, with reports first describing a draft framework aimed at artificial intelligence technologies and chips. The direction of travel was clear: technologies once treated primarily as commercial assets are being recast as strategic tools whose overseas transfer requires state scrutiny.

Subsequent reporting said Beijing was weighing the addition of 23 AI-related technologies to its export-control list, including chip designs, AI agents, model weights and source code. That list reaches beyond finished hardware into the building blocks of advanced AI — the designs, software and model components that can determine who develops the next generation of systems.

Chinese authorities have framed the restrictions as “necessary” protections against the potential “misuse and abuse” of AI, chips and solar-power technology. In that account, export controls are a national-security measure rather than simply a trade weapon.

But the timing gives the decision a broader geopolitical edge. China said on Friday that it planned to restrict or prohibit exports of 40 technologies spanning AI, semiconductors and solar power, as its technology race with countries including the United States intensifies. The reported 23 AI items sit within that wider, 40-technology push.

The competing interpretations are not mutually exclusive. Beijing’s security rationale reflects its concern over how sensitive tools may be used abroad; the scale of the proposed controls also signals that China is prepared to guard technologies it sees as crucial to its position in the global AI contest. After years of Western restrictions targeting China’s access to advanced technology, the country is moving more openly to police what it sends out.
