Ukraine’s Starlink Slowdown Turns Into a Fight Over Who Pulled the Lever

Kyiv says speed limits on satellite links disrupted air-defense missions, while Musk and U.S. officials insist any controls over the military network rest with Washington—not SpaceX.

Ukraine’s dispute over satellite connectivity began with reports that Starlink terminals used in motion had been slowed without warning. Serhii Beskrestnov, a defense-technology adviser to President Volodymyr Zelenskyy, said the restriction disrupted missions at a moment of renewed Russian strikes, including operations involving interceptor drones used against Shahed attacks.

Kyiv’s alarm sharpened when Zelenskyy described the limits as a “planned operation” and said Ukraine had also been blocked from U.S. intelligence for a period. The argument was not merely technical: Ukraine treats reliable satellite links as battlefield infrastructure, while Washington and Musk portray the affected service as a system subject to U.S. military authority.

Musk’s position was explicit. Starshield, the military-grade network, is “owned and controlled by the US government,” he said, adding that limits on speed or use are decided by the U.S. military and ultimately the president. He contrasted it with commercial Starlink, which SpaceX controls and says is restricted to civilian or defensive use.

That explanation shifted the political pressure toward the White House, but U.S. officials pushed back. Treasury Secretary Scott Bessent said President Donald Trump and Secretary of State Marco Rubio had “categorically said” nobody in the administration ordered such a move, calling Zelenskyy’s allegation reckless. Trump likewise said he did not know who was responsible and maintained that the service was functioning as before.

There was a partial reprieve: former Defense Minister Mykhailo Fedorov said connectivity at speeds of up to 160 km/h had been restored, while warning that removing Starshield’s limit altogether remained critical. The result is a stark standoff: Ukraine says a vital defense capability was impaired; Musk says Washington holds the switch; Washington denies throwing it.
