A 100-million-square-foot chip factory promises to put rural Texas at the center of the AI race. For Grimes County residents, the question is whether that future arrives on terms they can enforce.

The runway began in April, when Tesla broke ground on a research fab at Giga Texas, describing it as the precursor to Terafab. Musk later amplified Tesla’s announcement that the full facility would be built in Grimes County, arguing that Tesla and SpaceX need more chips than even current and planned global production can supply.Elon Musk (elonmusk)¹

Earlier this week, Gov. Greg Abbott paused new Texas data-center construction pending a review of grid access. Then, on Wednesday, nearly 900 Grimes County residents brought a petition to commissioners seeking tougher rules for large projects receiving public benefits. Their premise was blunt: “Public benefits should require public protections.”² The demands include local oversight, measurable hiring commitments and pollution controls.

At the meeting, SpaceX framed Terafab as more than a local development deal. Jordan Buss, the company’s senior director for environment, health, safety and medical, called the project “strategically vital for the United States” amid the offshoring of manufacturing.² Lead developer Riley Trettel said the plant would build natural-gas generation and would not raise electricity costs for ratepayers.²

On Thursday, Tesla and SpaceX said they would invest an initial $16.8 billion in the Grimes County project, planning more than 100 million square feet of manufacturing space and at least 3,000 jobs in Grimes and neighboring Brazos County.³ SpaceX said it would use water from Gibbons Creek Reservoir rather than local groundwater. Musk, meanwhile, cast the factory in the aspirational language of his other industrial projects: “Terafab will be incredibly inspiring to come to work!”Elon Musk (elonmusk)⁴

Commissioners said they would form a committee to review parts of the petition. That leaves the central divide intact: companies see a national-security-scale answer to chip scarcity; residents see leverage that should be converted into binding local protections.
